I would like to ask for clarification on one thing, that is not discussed on the wiki page. If the congress votes down a "Declare War" proposal, will the cost of the declaration (the 200 gold + 0.1 * the number of population) be given back to country's treasury or not?

Hello,

Yes, the money will return back to treasury if the "Declare War" law is rejected, exactly like donating law.
