Stop simplifying the game, srsly.
Current system provides a necessity of train/fight planning and that's ok.

i don't know how you're gonna make it but strenght is the correct way and make a division for 70k+ ( it's gonna be much better for players and very profitable for company )

it may be only epic battles.. for normal battles, most of country cant find fighters

We need div 5 because there is too much people in d4... D5 for players over 300k exp would do the trick

Even this one won't be best for long time, it should be by strength but when people who are at 25k Strength right now gain 45k will again have to face same thing

Strength of course. and make them not proportional to number of players but graded by 10000 of strength. By this way there will be easier to add new divisions )))
