Stop automatically re-electing previous Captains when there's no candidates, if MU is too lazy to organize it, then they don't need Captains too.

Actually(not a bug) if you are a captain and there are no candidates in the Captain-election you(as current captain) will remain the captain.
If you no longer wish to be the Captain but no-one else steps up to replace you, then you resign your MU and rejoin shortly after that.
