I suggest that you determine the maximum number of MMP.
Country wouldn´t sign MMP with more than 15% of the total number of active players.

Great, Now they ask admins to repair the bad diplomatic practice of the countries.
Should have seen the forum back then the admins listened to almost every whine here but then turned out very badly.
There were hundreds of thread in a week...guess what?
Then players whined the game too complicated cant understand economy(there were lot more industry and even had more than 10 kind of work skill) and military module requires too much time....But the funny thing is that before they wanted things to be more complicated.
IN SHORT---> Players have no idea what they want and better to developers follow their own idea,instead pleasing of crying whiner players.
Look what happened with Heroes might and magic/Silent Hill series
