Recent RWs have shown some serious exploit that I want to discuss with you. Each player is able to start an RW, regardless of his citizenship. Now when we have determination bonus that can be totally different for different country regions we have the following problem: big countries can start RW is a region where it's totally unwanted for the occupied country. When time for RW start comes dozens of players from large countries are waiting to refresh the main page of the game and start RW in a second after it's available. Since large countries have more population players from small countries have very poor chance to do it faster in a region where they need cause they are outnumbered. Players from occupying country can start RW in a region with lower determination bonus and as result block attempts of occupied country to free itself.
My suggestion is to give country citizens a priority to start an RW in an occupied region of their citizenship country. You can do it in multiple ways: it can be either a certain period of time, maybe an hour when only country citizens can start an RW. Another option is to make RW for country citizens only (and figure out some rule for extremely low populated country)
