Training contracts are temporary offers.
I don't see how it is going to make it better if it is going to be available at any moment in time.

Training 90 Str per day is really a must in this game so players need it, but training strength is not a fun process itself, it just a button press that costs a lot of money. If training contracts become cheaper players will have more money left to participate in battles => more fun for players => more players
