"What does a minister can officially do?" I'm sure that you know the answer. A minister has no official power.
The country president has the ability to appoint (officialy) citizens to five roles: MoD, MoF, MoFA, MoE and PM.
Does it change anything? No, it's just an official political title. The official power is still in the president's hands.
I am sure that each current and former minister would like to have more official power. For example:
Minister of Defense: Allowed to propose NE & AS law proposals. Can also set the CoD.
Minister of Finance: Allowed to propose trade embargoes, money donations and propose changes in the taxes.
Minister of Foreign Affairs: Allowed to propose MPP law proposals.
Minister of Eduction: Allowed to change the welcome message.
These options are available to each minister, whether he is a congress member or a standart citizen.
The target is to give the ministers official power regarding their political role.
The congress members will still be able to propose law proposals.
However, after the minister has proposed a law, it will first pass to the president's "office" for examination.
If the president approves, the law will be sent to the congress. If it's rejected by the president, the law won't be proposed.
What is the target of this kind of change? Not much, but at least ministers will have some official power.
Another thing that could be a great addition is a new title: Minister of Immigration.
The immigration minister is allowed to examine citizenship requests BEFORE the congress members have seen it.
If he approves a request, the congress members are allowed to approve/reject it.
If he rejects it, the request will expire and not presented to the congress.
As mentioned, laws proposed by ministers will first pass through the president.
The president will see a brand new section in the bottom of the country administration page.
In case that a country doesn't have a congress, laws that can be proposed by both ministers and congress members will be removed.
For example: MPP, money donation, taxes changes etc are not allowed to be proposed by ministers.
This is an old suggestion and I'm almost sure that you've already read it. I still believe that it's better than the current system.
