As long as those mentioned states can't bring out a certain number of citizens, they'll not be added.
Gibraltar isn't independent and Andorra doesn't seem to have a high number of population. Therefore it would be really unnecessary to add them to the game.
Morocco could be an option if they had more registrered citizens.
