A dictator is same as president, but people can't vote and only one party. Only party and dictator can do everything. Dictators can move people to everywhere in country. They also can take energy from people. They can send everyone to army. Dictators can even give all of the country to another countries. They can declare democracy, and step back. Resistance Wars can made by everyone in country with a dictator even then, when no orignal regions are occupied. RW look like that is named to Liberation Front. And dictators rise only with a civil war. Is impossible to vote dictators to rise.
