The recoverable Energy received from the Power Pack is cumulative with the Energy gained from Weekly Challenges. A few examples:

- If a citizen has the standard 10 recoverable Energy per 6 minutes and he purchases the Power Pack, he will get 30 Energy per 6 minutes.
- If a citizen has the standard 10 recoverable Energy + 10 from the Weekly Challenge, and he purchases the Power Pack, he will get 40 Energy per 6 minutes.

ok here is a question if you dont have money to pay for a great upgrade i assume you also do not spend any money on the game which means your pre update contribution was $0 - post upgrade contribution $0 = $0 less for Plato  your right Plato will soon hit the bricks poor Plato it sucks to be poor.

I can't find any of that in the game.

If there is a banner linking to that offer, then i don't see it.
