Do you mean those for 99 and 199 gold? They are permanent. Once or twice per year, around november/december, there are promos and those buildings cost 50% less so it's worth waiting instead of buying them now.

Yeah they are on sale now, so if I buy one that permanently adds that health? Cool.

Yes, the energy centres do not have an expiry date.
