you can do that right now, you just need to use somebody's local newspaper
yes it's possible, but i don't think that would be a huge deal, you do it once, you do it twice, the fun goes away
Then why suggesting the licence thing, you already know how to get your articles in a foreign media.
I know it depends on the local newspaper-editors willingness to publish your article, but with proper preparations you don't have to worry about that.

I was talking about the vote-buying. It doesn't matter whether you are the foreigner publishing in a local media or you are a local publishing in the local media. As soon as they(whomever they are) buy votes, your stuff will get pushed away and your investment to get noticed in foreign/local media is all gone.... unless you start the same game and buy votes as well.
All of this destroys the value and quality of a newspaper, it's all about getting noticed at all cost(regardless of it's content).
That is what i was talking about.
As soon as the ability to buy licences are there, they will flood other country-media in the same way as their own local one.
And don't even worry about the cost of a licence. They are able and willing to spend high on huge amount of votes, so they are definitely able to get a lot of different licences for this as well.
