IIn my opinion, it's very good think if the game will permit:
1. the independent candidates to participate to elections (country president or congress)
2. the political parties to be organized with limited number of members.

your voting for parties not people. if you were voting for an individual then it would make sense to vote for an independent in congress.
As for CP, meh, would be too hard to implement imo while I think no 2 is unclear as to your meaning
