A revolucion is way to change the president before elections. It's a good idea, when people don't like the current president or they don't like the party, where president is from, so... Viva la Revolucion!

That's not revolution, that's called Coup d'etat (Golpe de estado).

There is a function called impeachment.

Yes, only congress members(CM) can vote on this. So this is where your political skills are tested by trying to rally as many CM as possible to your cause and then impeach.

But if only congress members can vote on president impeachment, then revolution should be available for everyone!
