Irc is a international standard and plato could only introduce it as a client program in his existing code. for example the article feature is a generic feature you buy from other developers. he did not create the article. ok but given the time it would take to do this and the fact that there is plenty irc clients out there already it would be pointless better would be to introduce a chat feed like in the game the west. there is mu chat but extending it would require even more moderators. best is outside irc client.
