In order to fight for the revolution you only need to join MU that supports it, and you can do it regardless of your citizenship as anyone can join any (open) MU in the world.
But to fight against the revolution (or for democracy, as you said) you need to be citizen of that particular country.
So, on the average, more people can fight for dictatorship (in any random country) than for the democracy (in a particular country).
Think about the message you're sending with this. It is actually encouraging PTOs (and somewhat make it even easier than ever, only with cost of at least 200k currency) in every country. Even organisations can be affected so you're also promoting (potential) robbery of state funds.
I understand that you want people to fight (even) more but you're doing it wrong. This can destroy communities, years of hard work and can be the last nail in the coffin of this game.
