Poll: Two Houses Of The Congress

Should there be two house of the congress as mentioned below

I think the Congress should have two houses:

1) The Upper House
The Upper House will be the more powerful house of the two. It's powers include to propose the following:
a) Declare war
b. Propose peace
c) President Impeachment
d) Issue Money
e) Changing Taxes
f) Natural Enemy

2) The Lower House
The Lower House will be the less powerful house of the two. It's powers include to propose the following:
a) Minimum Wage
b. Country Donations
c) Accepting citizenship requests
d) Change Taxes

Elections
The number of people in the Congress would be determine separately for each house.

The number of people in the upper house would be determined the same way as the congress currently is while the number of congressmen in the lower house per region would be determined by the number of people in the region divided by fifty.

The election candidates should be decided the same way as currently but instead of one list of congress members, there will be two lists(one for each house).

This way more people would like to join the government and the government will be more organised.

It's seem like and interesting Idea, but has to be a decission of the country, via  referendum to choose between the two systems. Also, I think Citizenships should be reviewed by the lower house and then accepted by the upper house.

It would be something really good for all who seek to develop the political, modulo complicated these days with dictatorships.
But something more important would balance the power of the top 5, they buy and keep their members with money and food, which is impossible to match by small parties. Slds!

It si very good idea, but in some countries like my /Bulgaria/, in real life we have only one house - National Assembly plus Constituonal Court, which in some asspecte acts like the Upper house, but I cannot imagine if in game we use to vote and for this :D . Also in Hungary, Albania, Turkey, Georgia, Armenia, Peru, Ukraine, China and etc., is the same - one house of the parliament. But for Romania, USA, Russia, Bosnia and Hercegovina, France, Brazil, South Africa, Australia - in this countries they have two houses of the congress. For them is not something new maybe, but it is to the people. Everyone decide what is better for him and the country where live.

And for the game - maybe after the societu of every country say that want this - bicameralism, than we can discus.

So, I voted before one year, but forgot to wrote my opinion :)

Now this is my speach, with mistakes in English! :D
