It is cheaper and easier to take a country in a coup, if anyone that is not a citzen can fight in a dictator war a country must have border control.
No one should be able to enter in a country without reviving permission.
It is easier now the country or a group of it send its armies to take the whole enemy in a coup, and then conquer the country without defenses.
And put some rules for the dictator, like when democracy returns or if the coup fails, the dictator account is eliminated or he and who supported looses all his money/properties (and cannot transfer anything during a convocation or battle for democracy)
The guy only looses money, his e-life continue as if nothing happens
There is no risk in trying, and this makes all countries unstable because one dictatorship can give citizenship and keep the country unstable for a long time even if he is defeated.
Or make the dictatorship needs to conquer all territories, as an internal war, and allies can fight for the government they signed the agreements.
Today most of governments will make a self coup to preserve the self government.
