Some of smaller states like Austria are under occupation for a long time.We dont have congress so we cant bring new players and be stronger.Also I think its bad that only CP decides.My suggestion is that you allow some kind of government in exile.A friendly cuntry will accept our government in exile (maybe new medal) and we would be able to approve new CS.We would have congress even if we are under occupation.Thata would make game more interesting and we would have chance to be stronger.

Country that accepts new "goverment" wont loose any congress places.
I would like to hear what other players think about this and maybe you can give some sugestions.

I like it too.

But there should be some limitations on what this gov in exile can do.

for example:

Changing taxes should not be possible as their regions are not under their control.

MPP's should be possible so that their citizens can keep active on the battlefield

But, without regions, there is no point of MPP's?

Also, with Dictator, there are implemented stuff, so, you got Government in Exile. xD

A government in exile having MPP access (even if its a limited version) is important because it affects the ability of MUs to set orders. 

 

What I mean by limit version of MPPs is that since you have no regions, the rules change. You get to fight in ally wars as per usual, and your ally can set resistance wars in your occupied regions as orders. You still need to move etc. but the ability to set a war expands. The region limit also means that allies must pick a cause instead of have a blanket choice in destabilising Empires.
