I was wondering thay, if an enemy state, say Serbia managed to install a hostile dictator in Croatia, what would be the consquences to croatian community? - in what ways can a hostile dictator destroy a community?

Change taxes to the extreme.

Propose alliances that hinder existing foreign relations.

Has full control of the country orgs(and all of the benefits of those).

Access to the country's treasury.

Control of all citizenship passes(he/she decides who gets in)

Dictator can vote and propose any laws except new citizen message & impeaching the President.
