I kind of like the idea because it gives some more incentive to actually win the battle than to just win the BH medal. However the problem would be if a really big country attacked a really small one. Then the people in the small one won't even fight since they know they have no chance. It would be unbalanced and they will leave.
Another suggestion could be to keep the BH for both sides but the winning side gets 1 gold each for the top2-5 people in damage.

Bad idea. Small nations players are screwed enough as it is.

Maybe you do some sort of equation to help balance it with small countries where depending on how much of an underdog you are, if you win you will get more of a reward. Say if one country has like a 10% average damage advantage, then the underdog will get some kind of an extra reward if they win.
