Just with small changes compared to how it worked so far:

 

1. You have the strength of the strongest regular player of this division worldwide 

2. When your stregth is lower than this, you keep yours

3. This while maintaining your Military Rank and Elite Citizen bonuses

4. Division Switching should be cheaper - one objective for the whole ingame day for all campaigns OR one objective for the whole campaign

I would suggest banning division switch forever. Division were there for a reason, giving weaker/younger players the chance to make a difference instead of being constantly overrun by the strongest.

 

But it's obvious that they intentionally don't serve that purpose any more, so whatever.

No, divisions exist to give gold buyers, who had low XP when Divisions were implemented, even more gold.
