Well,
until now the employee work was for producing houses to get work tickets to produce houses and so on...
It was a self-sustaining industry.
The demand of Employee work was pretty much as high as the availability.
Now with the Aircraft industry we have another industry that requires Employee Work.
This causes the problem that while Q1/Q2 houses "produce themselves", Q3-5 houses partially produce themselves, the Aircraft Industry will now consume Employee Work without producing them.
This will cause an over-demand of Employee Work and ridiculous prices.
My suggestion to solve this problem:
1. When fighting in an aerial battle, work tickets are being dropped just like bazooka parts in ground battles
2. Reduce the downtime between the next "overtime work" to 30min to deal with the increased number of work tickets
