Hola, 

Propongo que un territorio se pueda independizar libremente del país y formar uno propio.

Es decir, mediante un referendum democrático, en el que los ciudadanos del territorio puedan elegir mediante votación si se independizan o no. Y por ejemplo para solicitar un referendum tienen que solicitarlo un % de la población de ese territorio.
