Can anyone explain how Work Tax is calculated please?

For example - I have a holding company in Poland where the WT is 2% and the Average Wage is £146.08

Under the old WT method I would have Polish CS and the WT would be 2% of £146.08 = £2.92

However I am being charged £3.63

This cannot be UK's WT rates because that would be 4% of £131.97 = £5.28

So it must be a combination of the two, but what?

It's not 80% of Poland's WT and 20% of UK's because that would be:-

80% of 2% of £146.08 = £2.34

20% of 4% of £131.97 = £1.06

That's only £3.40

Is there something obvious that I am missing here?
