Influence Bonus Question

Hello! Apologies in advance since I'm new and still learning all the mechanics.

 

So I figured the influence bonus for resistance fighting was just for the actual natural owner of the region, like Florida would be a main US region and so forth. But today when I went to the wars tab I saw that a recently liberated region in my nation is being attacked by China and they for some reason have a "1.41 influence bonus due to the regions determination to be free". North Korea is the original owner of said province.

So basically I'm curious now since what I thought determined the influence bonus is obviously not the case. Or does a region in the middle of Korea suddenly belong to China? Or is this a bug? :o

The determination bonus is in effect for Resistance wars and direct battles and only disipates when a region is returned to its home country for a short period of time. IN this case the regions determination hasn't "cooled down". So like a fighters damage isn't increased in terms of rank points but if you fight in that battle it would be easier to move the bar.
