I know that is a agreement made by two nations that agree not to attack each other over a certain period of time.

 

But as is formalized in the game (eR)? They must pass a mpp (mutual protection pact) between the two countries? Or is it sufficient provisions in the IRC and in the forum without further formalization?

Nope, 2 countries agree not to launch any kind of attack between them, and both of them give money to other country who holds it, until the NAP is over, or one of the sides broke it(then money goes to the side which was attacked).
