Those random numbers are generated IIRC when someone joins via Facebook.

i know but who is gonna waste time helping random numbers when they don't have name and picture? no point in spamming them to the feeds

As far as I know this is to make the registration process easier. The citizens will get a mission asking them to change their name for free for the first time.

they should appear in feeds after they change their name, because nobody will waste time for random numbers.
