IRC is only temporary unless you save the logs.
Posts here are likely to be here for a while (years?) which enables a record to be kept

Well....
Not many new citizens come to IRC, or they mainly don't find much to do there (oddly). I guess the forum will attract more of them than the IRC does

chat and forum are two very different things, each with its purpose. that's why there's no spam in forums and should provide ambience for normal disscussion

The Forum is some kind of a cool way to make the citizens happy while they try to think how they'll fix the economy.
Bread and circuses. First the Military Unity Tournament and now the forum
