One cannot.
In Beta there were rumors that Revolutions could be started... but they just turned out to be Resistance Wars.

It has been a very long time, but admin adds new nations periodically to the game.
Last time members of the community were able to vote on which ones to add.
Many factors go into adding new nations, like population, internet activity, wealth, etc.
I always wanted Vietnam but alas none.
