What Does "dead Citizen" Mean?

I was looking at my military unit and I found some of the members with the tag under the name "Dead Citizen"...
Does that mean IRL dead or in game dead. I just found this shocking and saddening tbh...

Nevemind! It's just in game death.

There is a "Fallen Citizen" or "Fallen Warrior" (can't remember which) avatar frame on some of them if they have died in real life. 

 

But those are rare as there has to be some sort of "qualification" to get the frame.

 

What you probably see is the temporary or permanent (if they do not return tot he game) death notation.

Thanks :) I'll go check it out now. It was unsettling at first to see what I thought was a lot of dead people in my military unit.

"Dead citizen" generally refers to a person who has passed away. In a figurative sense, it might also refer to someone apathetic or disengaged from societal responsibilities, depending on context.
