It most certainly does relate to Victoria II. That is a picture made for the most recent expansion, Heart of Darkness. Specifically, it is referencing European colonization of Africa, which certainly has a lot to do with Victoria II.

Yes, I do not argue that. However, I have never seen a boat that looks like that while playing, nor little people. My point is that while what they are doing relates to the game, any outsiders  who have not played this might see the picture and assume the game is something different to what it actually is, in a sense that perhaps you control little boats on the river Nile or whatever.
