How much time I can keep Big and small bombs in my storage while they expires and when will be discounts for training centers ??

If you point with your mouse cursor on the rockets/bombs icons in your inventory, you will see what's the expiration date. If that date passes and you still have not used your rockets/bombs, they will disappear.
About the training centers discount, you might want to open a ticket and ask the admins, though it's not guaranteed they will give you an answer exactly when there will be such a promotion.

As invaluable said, plus with the fact that you will get an alert in game, 24 hours before they expire.
And for any kind of promotions in game we don't have a specific launching date. You will see the banner on homepage with promotions.
