The pop-ups for resistance wars have been disabled quite some time ago. Notifications about resistance wars started in regions that are occupied by your citizenship country are posted in the country feed, though.

Game options: I have everything off by default, but I want to get the Resistance War pop-up which tab do I have to activate to get a pop-up when a Resistance War is launched in my countries territory?
