Add new medal for fighting for democracy.
Like the Freedom fighter or True patriot medal.
Why?
Because democracy is the good side;
Less countries will be PTO-ted;
PTO will be harder;
More players will help small countries to be free;
etc...
edit: and this will also prevent self dictatorship
