with this license a user can buy from a specific country with some benefits:

 

1-user can be out of the target country

2-user dont pay import/export tax

 

this is good for newbie useres that thay need to buy and sale every day to earn mony...

I think you are focused on the tax thing only. These are a nation's income, i wouldn't rob a nation from it's source of funding.

 

This is not a matter for newbies only, many other players also have a need to buy and sell every day.
