This is just an idea:

It is so hard to keep baby citizens. I wish eRep could make it easier for them to progress at first.

eRep doesn't want new players to stay. The last division update proves it.

Or you could just keep them in your cellar like any normal serial killer.

A more important question here is...

...How do you keep the players(not only newbies) interested to keep playing this game?

It's not only newbies you have to focus on as it makes no dent if you keep losing medium and older players as well.

I am not sure if making certain stages easier is going to make them stay after they moved past that point, when that happens we'll be back at square one(keeping the newbies, and others, interested to stay).

Oh, and i also have no suggestions on how to accomplish that at this time.

eRep has "tried" to make it more entertaining for noobs with the new and confusing  noob interface.

but

if they just saw more progress at the very beginning and if it was less confusing, i think they would stay longer.

the current economic module sucks for babies:

now new players struggle and rich get richer.... there arn't enough options to partly closing the gap

I agree, it is hard, and I am still struggling, but thanks to a great political party and friends, managing.

This has become a "pay to win" game some time ago... the admins only care of the money maker, instead of the social thing, which is the best thing in this game. When VISA players became more important than whole communities of real persons interacting and creating an e-Country in an e-World, the game started to die. Then, most modules were sequentially killed by the same killers, just for plain old greed, killing the goose that laid golden eggs...
