Excellent suggestion simply to spice things up.
However as a PTO is pretty much an intevatibility provided enough time/people are involved introducing more measures by which a country can tear itself apart is potentially not a great idea.
Instead i'd prefer to see:
A more complex game - this would allow politics to be fought more on the basis of thought rather than simply shouting at each other - ergo better politics module
Congress/president be able to deport people
Powers given to named government positions (Such as MoD able to declare wars, MoF able to transfer funds) <- p simple and not particularly interesting but still a step in the right direction
Less Multis.

I would definitely like to see more powers for politicians in game. CP, Ministers and Congress.

It needs to be diversified and redone on each level of politics. Party politics are stale and something needs to be done there to give countries a jolt. When something is done here it makes it much easier to improve elections and executive positions.

+1 Completely agree that the political system should be more in depth, and some of the ideas above are a great start and I'd love to see them implemented >.>
