The UK was recently taken over by MEK MU via a dictatorship.

 

The commander of said MU and now (dictator) swapped the commander position with his friend. That friend then gained CS of UK. They then swapped back the position and now both players had UK citizenship without having to use a CS pass.

 

If you had a large MU was to PTO a country they could in theory move 500..1000...2000 players in and PTO a country bypassing the 'CS pass' limit which I believe is 40 a month.

 

I have also raised a ticket to the admins.

It's hard to exploit it in practice to smuggle many people as there's always a risk that somebody will want to stay in the dictator's seat.
