Well, the use of the word "Pornography" isn't prohibited. So setting up an unofficial (as in not a game mechanic) ministry called "Ministry of Pornography" shouldn't be a problem. The next issue would be the content this ministry would provide. If we got the ministry to make article with pictures that show'd a lot of the body, but very little whats actually prohibited we should be able to walk on that line with perfection and entertainment (of a pleasurable kind).
Wouldn't all that censored porn be allowed anyway? Considering it doesn't actually show anything that prohibited?
