Where is it possible to find or earn or buy things named "Vehicle discharge documents"?
These things are necessary for the player who want to discharge vehicle in Armory section but where to find it?

You may find it in events. It's a rare item and you can't buy it. The quantity of them available per year is very limited, estimated 3 and at least 1 of them is hard to get.

Indeed these can be earned from special events.
