As an easy fix to reinvigorate the economy module of the game, we could do the following:

 

• Remove the option to pay with cc for transport.
• Add ticket factories to the game.
• Add public transport that can be built by the governments linking various regions. Government will fix the price. These will have periodic maintenance fees.

What resources would be tied to new(old) ticket companies?

I'd say best thing is to have it consume energy. This could go well with public transport too. But then you'd need energy centrals.

More easier approach would be a flat production fee without resource prerequisites.
